DAvid Kay - Director
I have more than 20 years’ experience as a consultant advising governments and large not-for-profit organisations on disability sector reform, strategy, feasibility assessment and review and evaluation.
My work has primarily focussed on the disability sector and the National Disability Insurance Scheme (NDIS), and intersections between the NDIS and mainstream service systems – in particular health and education. I have a detailed understanding and knowledge of contemporary human services systems and reform, program and service design and development, program review and evaluation, and financial and economic analysis.
A particular focus for my work has been combining qualitative and quantitative analyses to inform strategic decisions – for governments (in the context of disability service system development and reform), and for non-government providers (in the context of pursuing NDIS-related opportunities and service improvement). This has included analysis of disability provider markets, costs and cost drivers underpinning service provision, and assessment of the feasibility and sustainability of disability service provision.
My work is informed by lived experience of disability.
